Meet the Delaware Trust Executive Team


Bill Popeo - President and CEO

Bill Popeo is president and CEO, as well as a member of the board of directors, for Delaware Trust Company. Since joining Delaware Trust in 2006, the company has experienced dramatic revenue and market share growth providing private equity fund administration, structured finance, restructuring and bankruptcy, real estate, and mergers and acquisition services. Bill also heads up the company’s acquisitions, sales, and new product development efforts.

Prior to joining Delaware Trust, Bill served as general counsel, CFO and vice president of Operations for Delaware Trust’s parent company, Corporation Service Company® (CSC®). Over his 30-year career, Bill has also worked with a number of commercial real estate development, high tech, and biotech companies as a senior executive, and as a member of both public and private boards. He started his career in public accounting.

Popeo is an attorney and a certified public accountant. His charitable efforts include serving as a director on two Delaware based non-profit boards, The Ministry of Caring and The Combined Campaign for Justice.

Bill received his Juris Doctorate, Master of Business Administration, and bachelor’s degree from Boston College.

David Straub - Director of Business Development

David Straub is the director of Business Development at Delaware Trust, responsible for the growth of new business in all of Delaware Trust’s business segments, including, corporate trust, agent, independent director, SPE management, and default administration.

David’s primary market focuses include mergers and acquisitions, structured finance including peer-to-peer lending, real estate, and restructuring and bankruptcies.

David is a member of the Philadelphia chapter of the Association of Corporate Growth and has served on several committees including the steering committee. Straub is also a board member of several privately-held companies as well as his church.

David is a certified public accountant, a certified cash manager, and a certified information systems auditor, and received his Master of Business Administration from the University of Delaware.

Joseph McFadden - Vice President of Operations

Joseph McFadden is vice president at Delaware Trust. He is responsible for operational management and client service delivery for all of our businesses, including corporate trust and agency, independent directors, and SPV management.

Since joining Delaware Trust Company in 2012, Joseph has led operational efficiency, technological renovation, revenue growth, collaboration across the business units, and staffing. As a result, Delaware Trust continues to deliver superior client service that is unmatched in the trust and corporate services space.

Joseph serves as a member of the New Jersey Highlands Council, on the Finance Committee, and volunteers as a soccer coach for the Atlantic Highlands, NJ recreation program.

McFadden is a graduate of the State University of New York at Albany where he received a Bachelor of Science degree in economics.

Carrie Tillman - Director of Business Development

Carrie Tillman is director of Business Development at Delaware Trust. She has over 21 years of diverse experience in the administration and implementation of special purpose vehicles, including bankruptcy remote entities, passive investment companies, corporate trust and agency roles, and other unique deal structures.

Carrie’s primary focus is the development of new customer relationships and expansion of the organization’s existing client base within the legal, financial, and corporate industry.

In addition to her daily responsibilities, Carrie has served as an independent director on many special purpose vehicles and provided fiduciary services in several distressed matters.

Carrie is a member of the Association for Corporate Growth. She also serves on the board of directors at Northlife Community Church and is actively involved in ministry and community outreach.

Carrie attended Delaware Technical and Community College.

Alan Halpern - Vice President of Trust Administration

Alan Halpern is vice president at Delaware Trust. He leads the Trust Administration Team that closes and administers a large variety of corporate trust and agency appointments including escrows, Delaware statutory trusts, administrative loan agent, collateral agent, and custodial appointments. Alan is also an attorney and provides internal legal review of documents.

Alan has been with Delaware Trust and its predecessor companies since 2003, and has helped close over 2,500 trust and agency transactions over that period.

Alan is a graduate of Temple University where he received a bachelor’s degree in English and political science. He holds a Juris Doctor from Temple University Beasley School of Law, and is a member of the Pennsylvania Bar.

Sandi Horwitz - Managing Director

Sandi Horwitz is a managing director at Delaware Trust, leading the Restructuring and Bankruptcy Services business, offering successor trustee and default administration services, as well as disbursing agency services for post-bankruptcy litigation and liquidation trusts, escrows for Section 363 sales and rights offerings, and loan administration agency services. She also acts as an independent director of bankruptcy-remote entities for which Delaware Trust’s Independent Directors group has been retained.

With over three decades in the financial services industry, Sandi has spent the last 13 years as a fiduciary on behalf of bondholders in over 60 Chapter 11 cases and as a member of over 45 statutory creditors’ committees. Since joining Delaware Trust in 2012, she has established the company’s reputation as an active and influential advocate for bondholder interests.

Sandi is a member of the American Bankruptcy Institute (ABI). She is a frequent speaker at law firm seminars on bankruptcy trends and at industry events, including conferences held by the ABI and American College of Insurance Counsel. Sandi has also testified on the role of valuations before the ABI Commission to Study the Reform of Chapter 11.

Sandi earned a Master of Business Administration in finance from Columbia University, a Master of Public Administration in intergovernmental management from University of Southern California and a bachelor’s degree, cum laude, in political science from University of California, Los Angeles.

Michelle Dreyer - Director of Independent Director Services

Michelle Dreyer is director of Independent Director Services for Delaware Trust. She has been a member of the Delaware Trust team since 1999, serving in various roles within, including independent director services, special purpose vehicle management, and corporate trust and agency services.

Michelle is responsible for managing the due diligence performed prior to Delaware Trust accepting independent director engagements, contract negotiations, and compliance with bankruptcy remote provisions. She serves as an independent director on a broad array of bankruptcy remote entities and, in this capacity, has participated in many complex distress matters, including General Growth Properties, Inc. and MS Resorts.

In addition to her work related to CSC’s independent director service, Michelle also serves as a trust administrator and director of default administration for Delaware Trust, and as a director for several special purpose vehicles.

Michelle earned her Juris Doctor degree, Cum Laude, from Taft Law School. Michelle received her Bachelor of Science degree in finance with honors from Kent State University.

Julie Deluca - Director of Business Development

Julie DeLuca joined Delaware Trust as director of Business Development in 2016. Julie is responsible for client solutions related to private equity fund administration, structured finance, restructuring and bankruptcy, real estate, and mergers and acquisition services. Her other responsibilities include delivering a high level of service and providing customized solutions for our clients across the globe.

Julie brings 20 years of experience to Delaware Trust. Prior to joining Delaware Trust, Julie was the training manager for a large pharmaceutical company headquartered in Pennsylvania, where she led the training specialist team responsible for educating employees on co-pay programs parameters, HIPAA, health insurance, and compliance. Her experience includes both pharmaceutical and national fundraising campaign sales throughout the mid-Atlantic region.

Julie received her Bachelor of Arts degree in philosophy, with a minor in ethics and art history from Randolph-Macon Woman’s College in Lynchburg, Virginia.

Brian Harrison - VP Fund Administration and Structured Finance

Brian Harrison is vice president of Client Services at Delaware Trust, providing accounting, administrative, employee, and officer and director services to entities. He manages the operation of the firm’s Delaware passive investment, special purpose entity, and fund administration clients, ensuring that all clients are properly established and operated according to the practices and procedures set forth by Delaware Trust. Brian also serves as an independent director on several special purpose entities, and is a member of the Delaware Trust Client Development Team, responsible for growing the existing client base and expanding into new business areas.

Brian has over 24 years of accounting, administration, and client servicing experience. Prior to joining Delaware Trust, Brian served as an alternative investments accounting manager at SEI Investments. There, he managed and coordinated the accounting department staff and was responsible for reviewing all aspects of the fund administration environment.

Brian holds a Bachelor of Science degree in business administration, with a specialization in accounting, from Rowan University. He is active in his community and volunteers as a softball coach for the National Park ACA and is a member of the Home and School Association.

Wendy Mavrinac - VP Fund Administration and Structured Finance

Wendy Mavrinac is a vice president of Client Services at Delaware Trust. She has worked with her client services team since March 2005 to provide accounting, administrative, employee, and officer and director services to entities.

Prior to Delaware Trust, Wendy was an accounting supervisor for a Las Vegas certified public accounting firm. There she prepared various types of financial statements and tax returns. Wendy has also held the position of accounting manager for a landscaping company, and was employed by a major Las Vegas resort and hospitality group for seven years in various accounting roles.

Wendy holds a Master of Science and Bachelor of Science degree in accounting from the University of Nevada. She is a member of the Nevada Society of Certified Public Accountants, the American Institute of Certified Public Accountants and the Association of Certified Fraud Examiners, Las Vegas Chapter. Wendy is also a board member of Las Vegas Fire and Rescue Foundation.
